Founder of REFRM and architect of its tenant-led acquisitions model. Jesse personally leads commercial mandates, Tier 1 operator negotiations, AFL renegotiations, and on and off-market acquisitions where his tenant relationships drive the outcome.

Jesse founded REFRM in 2024 and built its core methodology, tenant-led acquisitions. Every mandate starts with the tenant the client wants on the asset, not the agent's pipeline of unsold sites. The framework is his, and the relationships that make it work are his.

Since founding, Jesse has personally renegotiated AFLs and acquired sites on and off-market, delivering LDC rate uplifts by 5 to 13 percent, increasing bank guarantees with personal guarantees layered on top, while negotiating vendor price reductions mid-deal and increasing clients Return on Capital by 4 to 11 percent.

Jesse came up through Melbourne's prestige residential market at Ray White Southbank, top 100 agents across Victoria and Tasmania within 12 months, consistently selling multimillion-dollar penthouse apartments in Eureka Tower and across the CBD. He built REFRM to bring that level of senior attention to commercial.

16 years in Melbourne commercial real estate. Stacey leads REFRM's leasing function: anchor tenant strategy, large-format retail, and the kind of tenant placements that set the tone for an entire asset.

Stacey came up through Property Management, running portfolios of 130+ assets at any one time before moving into transactions. That operator-side foundation shapes her leasing work. She negotiates with the long-tail of building operations in mind, not just the headline lease term.

At Steadfast Capital's Melbourne Walk, Stacey anchored JD Sports (1,631 sqm), the largest retail leasing deal in Melbourne CBD for 2024.

Other major leasing credits span PDG's $450M QVM Munro mixed-use (BTR, hotel, retail), Shayher Group's $1B Pentridge masterplan retail hub (15-screen Palace Cinema and supermarket anchors), MA Financial's Figtree Grove sub-regional shopping centre (Coles, Woolworths, Kmart plus 70 specialty), Newmark Capital's Tooronga Village, and the office repositioning of Lendlease's 440 Collins and Frasers Property's 357 Collins.

At REFRM, Stacey applies that breadth across every leasing brief, from anchor tenant pre-commits on greenfield developments through to repositioning leasing on existing assets. The relationships she has built with major retail, office, and lifestyle brands directly feed the speed and confidence REFRM brings to mandate work.

25 years across design, property development, and prop-tech. Toby heads Advisory at REFRM, bringing developer-side judgement to every site we put forward.

Toby co-founded Ewert Leaf, growing it from a two-person studio into a 50-strong Melbourne practice turning over $7 to 10M annually and delivering hundreds of projects each year across hospitality, commercial, retail, and multi-residential. The group's in-house development arm has completed 7 to 10 private projects with a combined end-value in the hundreds of millions, and rising.

In 2015 he co-founded Landchecker, the prop-tech platform that became the data backbone for Australian property professionals. Acquired in 2021, it remains a daily-use tool inside developer, agent, and council workflows.

A serious health condition reshaped Toby's focus. He now applies his design, development, and acquisition lens as a mentor to design-led businesses and young operators, and as an active advocate for The Brain Cancer Centre and WEHI Research.

For REFRM, that means every acquisition we put forward has been stress-tested against design quality, development feasibility, and data, before it reaches a financial model.

27+ years across financial services, commercial real estate, and energy infrastructure. Chris brings the corporate-finance discipline and asset-management depth that institutional-grade deals demand.

For over 16 years Chris has been Director of Reuben Rose Group, leading commercial real estate transactions and property analysis across the Melbourne market, the through-line of his career and the foundation of what he brings to REFRM.

Most recently as Asset Manager, Commercial and Industrial at Viva Energy Australia, Chris oversaw the acquisition, divestment, lease negotiation, and feasibility assessment of one of Australia's most diverse asset portfolios, spanning corporate offices, supply distribution, aviation, marine, pipelines, retail fuel, refineries, depots, and industrial and commercial land.

As former Commercial Director at KNR Renewable Energy, Chris led capital raising, structuring, and deployment across the group's Solar PV, hybrid, and battery-storage (BESS) project pipeline, translating commercial strategy into funded outcomes for utility-scale renewable assets.

At REFRM, Chris's lens spans the entire mandate stack: corporate-finance discipline on acquisition feasibility, deep sector experience across fuel, industrial, and commercial assets, and capital-partner strategy on advisory briefs. For clients negotiating with institutional or syndicated capital, the difference between a deal that pencils on paper and a deal that actually funds.

The portal replaced REFRM's file-and-email workflow with a single system: deal rooms, structured tenant matching across a 32-type asset taxonomy, document control, and consultant briefs, with every party seeing only what they should. Built to the standard client and tenant data demands, from row-level access control through to an audit trail that survives account deletion.
